Enugu’s Low Tax Revenue-to-IGR Ratio: A Concerning Trend

Enugu State recorded the lowest tax revenue-to-IGR ratio in Nigeria in 2025, according to National Bureau of Statistics (NBS) data.

Enugu State has raised concerns with its low tax revenue-to-IGR ratio, as per data published by the National Bureau of Statistics (NBS). According to the statistics, only N51.52 billion, or 12.67 percent of the N406.7 billion in Internal Generated Revenue (IGR) generated by Enugu State in 2025, came from tax revenues. The rest of the IGR was sourced from non-tax revenues. This puts Enugu at the bottom of the list, with a lower tax-to-IGR ratio than even states like Borno and Yobe. The implications of this trend could potentially impact the state’s ability to fund essential services and infrastructure projects.

According to statistics published on StatiSense’s verified X handle, this data was obtained from the National Bureau of Statistics (NBS) [1].
